兴化市财政局 Description: 兴化市财政局是市政府综合管理财政收支、主管财税政策、实施财政监督、参与对国民经济进行宏观调控的职能部门。具体职责是：贯彻执行财政、税收、财务、会计方面的方针政策、法律法规、管理制度，并拟订具体的实施办法；编制本级预算、决算草案，汇总乡镇财政预算和决算；组织本级总预算的执行；提出本级预备费动用方案和本级预算调整方案；定期向本级政府和上一级政府财政部门报告本级总预算的执行情况；管理市级各项政府性基金、预算外资金及其财政专户；组织实施财政国库集中支付；监管财政支持项目资金的使用和运行；参与财政支持项目可行性论证和效益评价分析，提出财政支持项目资金预算安排的建议；受理预算收入退库申请，审核并办理退库手续；管理全市会计工作；参与全市国有资产管理和企事业单位改制工作；指导全市财政工作。
市财政监督稽查局主要负责对市级机关部门单位、乡镇、开发区的各类财政财务监督检查；对全市企业会计信息质量和中介机构执业审计质量进行监督检查；对市级单位和企业地方税费征缴情况、收入征收机关的征管质量进行监督检查；监督税收法规和政策的执行；负责拟定和实施财政行政执法责任制；负责财政税收法制宣传教育工作；承担行政复议和行政诉讼的相关工作。
