存在舞弊行为的情况举报
西南水泥有限公司于2013年8月19日，向西南各省包装企业发出招标文件，招标编号：XNSN2013019，招标项目:包装袋，投标在成都西南水泥有限公司总部举行。在此次招投标中，西南水泥有限公司未按招投标的有关规定和要求进行，存在严重舞弊行为：
1、 招标文件从始至终未就投标人注册资本金作出规定要求，西南水泥有限公司在快临近投标截止日才突然提出投标人注册资本金必须达1000万元，并且未进行公示，使得部分包装企业未能参加投标；
2、 西南水泥有限公司薄克刚领导在招投标中与投标人存在不正当关系，利用职权和老乡关系，违反招投标规定，内定中标企业，人为造成不正当竞争，排挤非浙商包装企业；
3、 西南水泥有限公司在招投标中暗箱操作，在中标价格不变的情况下，降低招标产品质量要求，签订供应合同（招标文件要求包装袋白度≥58度,克重≥77克，签订合同时降低为白度≥42度，克重≥71克）。中标价格0.85元/条，降低产品质量要求后的市场价格0.75元/条，相差0.10元/条，按西南水泥有限公司招标数量120000万条计算，此次招投标将造成12000万元的国有资产流失。
